Well the cirlcles could be explained by the fact that Area 51 and the desert all around was used extensively for bomb testing. One of the reasons it's in the middle of no where. Experimental bombs dropped and detonated. The circles are probably safety zones to keep people back a certain distance from blast radiuses.
I wouldn't preclude the execution of some really cool physics experiments, or the use for psychic/psychiatric experimentation either. Manipulation of human psyche is a powerful thing. Especially large scale.
